Prohibited fly zone over London

Additional Information

Create a prohibited fly zone for commercial aircraft and helicopters over London within the area bordered by the North and South Circular ring road.
Paris bans all commercial flights and helicopters within the Peripherique and police and military must fly above 2,000 metres so why can't the English copy the French and do the same for London?
