Make it compulsory for all cyclists and motor cyclists to wear high visibility clothing for their own safety and the safety of other road users.

Additional Information

I have come across lots of cyclists and motor cyclists wearing dark clothing making it difficult to spot them on the road. If they are wearing high visibility clothing the stand out more and can be seen from a distance and also in darkness.
