Reform the UK government parliamentary petitions process

Petition Details

All petitions to be published immediately, only those containing offensive content to be removed by moderation
All character limits to be removed
All petitions that reach 100k signatures must be debated in parliament within 3 weeks
All petitions that reach 1m signatures must go to referendum

Additional Information

The current petitions process allows the government to modify petitions changing the intended initial request
Character limits make it difficult to clearly articulate what the government must do, the government have the ability to reject petitions for being unclear or "outside of government control", the majority of mine have been rejected on these grounds.
This petition is less clear than I want due to character limits
The government can chose to ignore petitions if they don't agree with them

The Government do not have a role in the opening or modifying of petitions. All petitions are checked by staff of the House of Commons, who are not part of the Government or the Civil Service.
