The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We understand that you want to see changes to how ethnicity is recorded or referred to, but we're not sure exactly what action you want the Government or Parliament to make. The Government produces guidance on writing about ethnicity, which already says that "We do not use the terms BAME (black, Asian and minority ethnic) and BME (black and minority ethnic) because they emphasise certain ethnic minority groups (Asian and black) and exclude others (mixed, other and white ethnic minority groups)": www.ethnicity-facts-figures.service.gov.uk/style-guide/writing-about-ethnicity
We could accept a petition calling for changes to the above guidance, but it would need to be clear what changes you wanted. If you want the Government or Parliament to take a different action, you'd need to be clear what action you want to be taken.
