Electricity customers in deprived and less populated regions are subsidising more affluent areas of England.

The Government e-Petitions Team gave the following reason:
Decisions about standing charges are a matter for utility providers and Ofgem, not the UK Government or Parliament. Standing charges taken into account by Ofgem when calculating the price cap, which is a cap on the cost utility companies can charge for a unit of gas and electricity.
