Give people refund for purchased tickets
Ticketmaster and Reading and Leeds festival refused to give thousands of people refund for tickets they bought to see Rage against the Machine who canceled they EU and UK tour and replace them with band who noone knows.
Give people rights to claim they money back.

Consumer rights already apply to ticketed events. You can find out when you might be able to get a refund for a ticket here: www.citizensadvice.org.uk/consumer/event-tickets/event-tickets/getting-a-refund-on-an-event-ticket/
Decisions about when to offer a refund for a particular event are a matter for the event organisers, not the UK Government or Parliament.
