To FINE dog owners who dogs Kill or hurt a Domestic cat To cover losses and damages. CATS ARE FAMILY TOO. THEY ARE A LOVED PET BY SO MANY. Cats need a voice. I think that the government should put forward that Dog owners should be fee'd and warned if their Dog Harms or KILLS a cat. Poor cats are not thought about much. It needs to change. Their a living animal
