The Government e-Petitions Team gave the following reason:

We can only accept petitions about things the Government or Parliament are directly responsible for.

There is currently no legal definition of dwarfism in UK law. Diagnosing restrictive growth (sometimes know as dwarfism) is a matter for medical professionals, not the UK Government or Parliament.
