council penalties and fines from traffic paid directly to the central government
Revenue from all council penalties and fines except parking should be paid directly to the central government.
This will prevent them from being used as cash cows, by introducing local road restrictions that were not neccercery for safety reasons, unfairly. Using the motorist to fund other none vehicle-related things.

The Government e-Petitions Team gave the following reason:
We are not sure what action you would like the Government to take. In some cases the money from certain traffic offences is collected by the Central Government, such as the money from speeding offences which goes into the Government's Consolidated Fund Account.
If you know of any specific traffic fines which are collected by local authorities or other organisations, you could start a petition calling for those funds to be collected by the central Government, if this is something you wish to see happen.
