Allow independent officiants to conduct legally binding weddings

Petition Details

Currently only an authorised religious person or registrar can conduct a legally binding wedding. We want this to be changed so that independent officiants, either private individuals or people associated with particular belief organisations, can conduct legally binding celebrant weddings.
