Put a noise limit on fireworks.
Limit how loud fireworks can be. Most activities have a noise limit so fireworks should be the same.
Every year there are complaints and petitions about fireworks scaring animals and people.
Yet every year fireworks seem to get louder. There is no need for them to sound like literal bombs going off.
As they won't be banned then a good compromise would be to limit how loud they can be. Other countries have banned loud fireworks. The UK should follow suit.

The Government e-Petitions Team gave the following reason:
Fireworks are limited to producing noises of 120 dBA or lower as long as the observer is standing the recommended distance away, but we have published the following petition calling for this limit to be lowered, which you might like to sign:
Reduce the decibel limit on fireworks to 85 decibels, to reduce impact: petition.parliament.uk/petitions/622900
