With new plans to block BBC signal to licence tax non payers, does this mean that we can block ourselves and avoid prosecution?

Additional Information

Surely this is the opt out situation which many of us have been advocating for years? Why should ANYBODY who chooses not to receive BBC signal pay the tax?
