Require proper answers to questions during PMQs.
The speaker to set out standards for PMQs that must require the answers to address the specific question and For the speaker to monitor and Enforce this during PMQs.
Because PMQs has degraded itself into an embarrassing shouting match that is more akin to a pantomime than an important process in our democratic system. It undermines the status and integrity of Parliament.

We can't accept your petition because the UK Government and Parliament as a whole aren't responsible for the issue you raise. Order in the Commons is the responsibility of the Speaker personally, and the Prime Minister is responsible for answers to questions.
