I would suggest that instead of offering percentage increase in Salary, offer an actual amount.
From the total amount available, offer, for example £3000 to every member of staff.
This would mean that people on lower salary get a 10% increase whereas for Directors and Chief Executives less

Additional Information

We have had major challenges
1. Brexit
2. Pandemic
3. Russian invasion of Ukraine
As a result inflation has gone up and inflation linked salary increase is unaffordable. lower paid workers are struggling. To balance the two, public sector workers be offered fixed amount increase rather than percentage increase .Offer £3000 to £4000 to everyone. For People on lower salary, this will equate to over 10% whereas for people on higher salary a smaller percentage increase.equivalent to means testing.
