Require a minimum EPC rating be achieved before installing a heat pump.
Heat pumps are ineffective and inefficient when installed in inefficient properties. Discuss the implementation of a minimum EPC rating being achieved for a property when installing a heatpump. Make an allowance to ensure that a heatpump can be installed at the same time as other measures.
Decarbonisation of heating systems is crucial. But the cost of running this technology in inefficient buildings will cause homeowners to reject the technology.

We can't accept your petition because the UK Government and Parliament aren't responsible for the issue you raise. This is a decision for individual property owners.
We could accept a petition calling for a minimum EPC standard for any Government subsidies or grants for heat pumps, if that's what you'd like to see happen.
