UK to assure ethnic groups of free speech/assembly in UK without fear or harm.
Parliament is to open/pass a debate/resolution and enact legislation (according to Articles 10, 11 of the Human Rights Act 1998) which assure the rights of ethnic groups (e.g. BNO HKongers) of free speech/assembly in UK without intimidation/repercussion by foreign government and their agents in UK.
UK is built on the strengths of a diverse and multicultural community. At the government/Legislature/consultation body levels, it must have full representation of all ethnic groups which reflect the makeup of the country. A case in point, HKongers now living in UK is a very sizeable ethnic group already and there is an urgent need to address this situation.

The Government e-Petitions Team gave the following reason:
Freedom of speech and freedom of assembly are already protected in the Human Rights Act. There are also legal protections under the Equality Act for protected characteristics such as race.
Breaches of existing laws are a matter for the police and the courts.
