Dog breeding to legally require a licence
The government needs to introduce a mandatory licence for dog breeders, to reduce over-breeding, abandoned animals, genetic diseases and especially to prevent people without enough experience to breed.
The cost of the licence can help fund the enforcement of these licences and to put an end to irresponsible breeding.
There should be mandatory guidelines to be adhered to by the licence holders, and the authorities should have the ability to revoke the licences when they see fit.
Those breeding without a licence, especially those who are neglectful and irresponsible should be prosecuted accordingly.
