Ban sale of fireworks to the public and limit sales to "licensed displays" only and stop residential irresponsible use by banning local shops selling them

Additional Information

Seeing animals dye, cats being run over in roads, dogs dying with heart attacks, children with autism suffering immensely due to the sheer DB volume of fireworks and which the way they are being purchased to be used,,

I've seen dogs starve themselves and dehydrate to near death with anxiety, which has now made me feel emotionally driven to get something done about it !

If it is illegal to cause harm with bullets and gunpowder,
Why is this ok for pets and people with mental illness to suffer
