Make it legal that all dogs should be on a leash
To stop dog attacks on people as well as dogs .
My daughter's support dog who is leashed has been attacked on numerous times, and just recently she was bitten as well.
To make owners take responsibility for the safety of their dog as well as others, and only to be let of leash in secure fields and under observation so that if their is a fight there is someone available to help.
