Does the Highway Code apply to everyone?

Does the Speed Limit apply to everyone including the police?

What about the need for conserving fuel?

What happens if these high speed convoys are caught on Speed Cameras, Who pays the fines?
How many points on their licences have officers involved in these convoys accumulated on their licences for using excessive speed?
