Dog licensing
Bring in a law that all dogs need a licence. To stop anyone owning dogs that they can't control and don't look after.
There have been too many dog attacks on people, especially children. In my area there are loads of dogs walking around off leads. The ones on leads are dragging the owners along, who clearly can't handle them.
