Amend permitted development legislation introduced in 2015
Require installations in the public realm to go through the local planning process. Companies to demonstrate need and benefit. Consideration given to property owner interests before installation rather than retrospectively.
Companies are installing unnecessary infrastructure in the public realm to deliver broadband internet services to areas already well served by an established network of underground cabling. Amending permitted development legislation will help to target public and private resources to those areas most in need, helping to deliver policies including Levelling Up more effectively. It will reduce the risk posed by unnecessary, additional street clutter to the visually impaired and wider community.

The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We understand that you're concerned about permitted development rights. but we're not sure exactly how you'd like these to be changed. It's not clear exactly what developments you want to be excluded from these rights, or whether you want excluded developments to go through the regular planning process, or a different process.
You could start a new petition explaining clearly what you would like the Government or Parliament to do.
