Make it a criminal offence for directors to permit illegal sewage discharges.
Water companies knowingly discharge sewage illegally and directors know this happens as they report incidents. Fining the company punishes the victim as boards prioritise dividends and management bonuses over investment. Punishment should also target the decision makers.
The directors focus is on financial performance as this is driven by shareholders.
The only way to bring environmental impact to the front of business managers minds is to make it a criminal offence for them not to.
Government is the only organisation that can achieve this.

The Government e-Petitions Team gave the following reason:
Polluting water discourses is already an offence, as stated in the Water Resources Act, available here: www.legislation.gov.uk/ukpga/1991/57/part/III/chapter/II/crossheading/principal-offences/enacted. We could accept a petition calling for the Government to legislate further against these offences, but it would need to be clear what changes you would like.
