Change how Car Park Management Companies issue PCN to Resident Property Owners
Permit parking schemes are designed to protect the parking spaces for local residents. Resident that receive a PCN for Registered Permit Holder Own Car, will be given the opportunity to prove ownership and to be cancelled the PCN.
I have been issued a PCN for my own car park allocated parking bay, due to a fact in one occasion due to the fact had a courtesy car [when my car was in bodyshop for insurance traffic accident matters] and the permit moved temporarily from the top of rhe window screen area.
I provided all documents to Car Par Management, appealed refused.
Independent Appeals Service (IAS) "the Appellant has my sympathy, but the guidance to the appeal is clear that I may only consider legal issues."

The Government e-Petitions Team gave the following reason:
We can only accept petitions about things the Government or Parliament are directly responsible for.
Decisions about terms and conditions for resident permit parking schemes, and enforcement of these, are a matter for relevant local authorities, not the UK Government or Parliament.
You could raise your issue with a local councillor who represents you. You can find out who your local councillors are, and how to contact them, by entering your post code here: www.gov.uk/find-your-local-councillors
