Reinstate hard shoulders on existing smart motorways
The government needs to provide funding to ensure all existing smart motorways have a hard shoulder.
Having banned the creation of any more smart motorways the government has accepted that smart motorways are inherently dangerous. This means the existing smart motorways must be made safe again by reinstating hard shoulders.
