Cycling while not holding handlebars to become traffic offence

Additional Information

Dear department of transport

On a Daily bases I see cyclists cycling hands free on London roads.
Needless to say if there were a hazard then the cyclist would not be about to turn or stop.
This is dangerous and should be penalised under the law.
