change the DBS system so it applies to the person not the establishment.
Make each DBS check applicable to a person, not to the establishment they are needing it for. This will save time as you will only need one per year, and becomes the person's responsibility.
At the moment a DBS check is needed for each establishment, so a teacher that works in more than one school requires one for each place. This also applies if you have a DBS check for your work and then want to volunteer anywhere else with children, such as your child's primary school.

The Government e-Petitions Team gave the following reason:
You can already take you DBS certificate from one job to the next, unless:
- an employer asks you to get a new certificate
- you need a certificate for a different type of ‘workforce’ (for example, you have an ‘adult workforce’ certificate and need a ‘child workforce’ certificate)
- you need a different level certificate (for example, you have a standard DBS certificate and need an enhanced one)
It's up to individual employers whether to ask for a new certificate.
