Increase Mr Speaker's powers to intervene at PMQs
Parliamentary procedure to change to empower Mr Speaker to be able to insist that the Prime Minister answers the question put to him at PMQs - to avoid questionsfrom Honourable and Rt Honourable Members being side-stepped or avoided by the Prime Minisster.
