Make dog fouling a criminal act.
Make dog owners responsible for cleaning up after their pet. 2 type of dog walkers. 1, A person who will allow their pet to piss or poo anywhere and leave it. 2, A person who will pick up the dog mess but will leave the bag filled with poo. Very little can be done under current laws
It's unsafe, unfair and goes against being civil which the act currently falls. Make it illegal to dog fouling.
