Make it compulsory for mortgages and loans being traded to be offered to the borrower before they can be sold to a third party.

Additional Information

The government just sold student loan debts for 5 pence for every pound owed. I would have cleared my debt at even twice that rate had I been given the opportunity. Debts that are sold at a discount should, by law, be offered to the borrower before being sold to a third party.
