Ex Primeministers only able to propose honours list after serving full term
Ex PMs should only be able to propose an honours list where they were originally voted in via a national election and serve at least one full term in office. This would have prevented Boris Johnson from proposing an honours list.
The Government needs to change the current guidance with regards to ex PMs proposing an honours list when they leave office. They should only be allowed to make such proposals where they have served at least on full term in office and were originally elected via a national election.

The submission of nominations for honours and appointments by outgoing Prime Ministers is a convention, and the Government and Parliament cannot prevent outgoing Prime Ministers from submitting such nominations.
