Make pre-election manifestos legally enforcable
I propose that all political parties, either separately or as part of a coalition, must issue a pre-election manifesto of their intentions and that such intentions become legally enforceable within thirty days of forming a government. Failure to comply with said manifestos within thirty days should automatically trigger another general election.
