Stop water companies paying dividends until the leaks are fixed
Take control of the utilities or make them a non profit organisation
The water companies are not investing enough monies back into the infrastructure, they are paying far more out to investors than they invest into the water network

The payment of dividends is a matter for individual companies, not the UK Government or Parliament. You could start a new petition calling for a windfall tax to be introduced on the profits of water companies found not to be fixing leaks, if that's something that you'd like to see.
