Legalise harrassment that is a warning

Additional Information

I think if you are trying to warn somebody against what they are doing. It should be considered a warning and not harassment (even the person wants no contact).

So basically the victim cannot use the "Protection From Harassment Act" in defense. It can be a loophole in the law.
