Parliament to introduce a Bill that all citizens must have a bank account
To pass legislation that all citizens have a bank account and that banks and banking institutions cannot refuse the citizen a simple bank account
Makes financial system more transparent and reduces corruption by ensuring all transaction are through a bank account

The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We understand that you want to see changes to arrangements for financial transactions, but requiring people to have bank accounts would not necessarily mean that all transactions were through a bank account.
If you want the Government to ban all transactions in case, so that people can only make transactions through bank accounts, we could accept a petition requesting this.
