Change legislation.
Change the way that claims against a postal service can be made. At present, it is only the sender that can claim.
Quite often the sender is a business that has been paid by their customer for their chosen postage method. As it stands that customer, despite having paid for the service has no right to claim if something goes wrong. Surly the person that pays for the service should be able to claim if that service is not fulfilled.

The Government e-Petitions Team gave the following reason:
We can only accept petitions about things the Government or Parliament are directly responsible for.
Decisions about who can claim for issues with postal deliveries are a matter for individual postal services, not the UK Government or Parliament.
