Reintroduce the option of capital punishment for the most heinous crimes.
In the most extreme cases (infanticide, terrorism, mass murder, & treason), where the evidence is irrefutable or a bona fide confession has been given, the government should make the death penalty available to judges as an alternative to life imprisonment.
Before all else, this is an issue of morality. For those who have undeniably committed the most evil crimes, denying their victims the right to life, they too should forfeit that right. A reliable majority of the British public supports such a law.
