Young Offender Institutes, in essence prisons, should not be used for 15-17 year olds
The sense of dread in young people (mostly men in these particular cases) leading to suicide in young offenders institutes who have grown up with an understandably complex relationship with society as a result of unsettled / unnatural feeling early lives (including being exposed through no fault of their own to abuse, drug-taking and a lack of understanding by many other people) is a national disgrace.
If the bullying, shame or abuse from their upbringing wasn't enough, they are now treat with in essence prison-like conditions, held to some scorn by some guards.
The Victorians would not have held young people in such mental conditions where the lack of true community denied to these children in real life is made even worse in an institute.
The Baby Boomer, supposedly somewhat liberal, generation has zero excuse for perpetuating its worst restrictions and ignorances (in comparison to the capacity for the inmate to take it) on 15 year old males.
