It is Simple.
Give the electorate a chance to show that they are unhappy with the representatives on offer, but do wish to be a part of the political process.

Surely this is a fantastic way to get a real understanding of the electorate, and see how many people don't vote out of disinterest and how many don't vote because they feel they have no one to vote for.

Instead of risking the electorate voting for fringe parties in a bid to "shake up" the political scene, give them an opportunity to say "you are not representing me or my interests and I do not support you"
