Make dog ownership a licensed requirement.
All citizens must take courses on dog training and psychology paid from their own pocket to attain a licence for dog ownership. Different categories of license should determine acceptable breeds for specific licences. No dog should have to be banned if it cannot be acquired by the correct people.
To stop breed specific legislation, stop the back yard breeders as the demand for dog ownership will be less. Stop badly trained dogs being a danger to the community.
