change parking form appeal to challange

Additional Information

At present all parking tickets are issues , it assumed that you guilty of the offence of parking illegally, you can appeal which under the English law mean you have been found guilty of the offence without the person having given a chance to prove otherwise. It should be changed to CHALLENGE, It would stop the councils writing threatening letters increasing the fees before the person has a chance to explain ,or if the ticket was issued in accordance of the law
