Make dog owners criminally responsible for their dogs actions/behaviour
Make it so that all dog owners (regardless of breed) are criminally responsible for their dogs actions, e.g if a dog bites someone or another dog, the owner is charged with ABH/GBH or if the dog kills someone or another dog the owner is charged with murder and possession of a dangerous weapon
To help to make dog owners aware that thier dogs actions/behaviour will have repercussions for them too
Thus hopefully making owners more responsible for their dogs actions/behaviour
