Make a licence for pets rather than banning a breed
Make a licence for people who would like to have pets (dogs, cats, rodents etc) and make them have a house visit by a professional before getting one to check if the circumstances are satisfactory for keeping an animal.
Banning breeds and animal kinds is not a solution. Any animal can kill if they are not properly trained and living in a hostile environment. Banning a breed is just like putting a blanket on the issue. Making these licences (which people will have to carry with them self's when leaving the house with their pets) will help pushing the backyard breeders out from their hiding places and reduce the aggressive pet breeds (dogs, cats, etc)
