Allow discussion of e-petition details
Allow discussion about the details - like for criminal sentencing petitions: Why is the 3-strikes idea better than two or four strikes and should a third strike have to be more than a trivial crime? Would you really want someone going to jail permanently for throwing a custard pie at a politician or businessman? Why?
