Make cat owners responsible for the actions of their cats.
This a simple matter, make cat owners responsible for their pets, keep them out of private land, clean up after them and treat cat ownership the same as for any other domesticated animal, why should non cat owners have to take measures to keep other peoples pets off of their property?
