Change the Legal Driving Age (only for Provisional License) to 16 years old.
The US already has this in function, including another few nations. Considering the UK being a rising progressive country I think the Parliament should enforce this because it would help 16 year olds who have jobs (and/or need to commute) get from A to B faster.
