Let people LEARN to drive at 15 years and 9 months with their provisional
Let 15 years and 9months learn to drive with their provisional license with either instructor or parents/legal guardian but you can only pass your test and drive on your own at 17 like usual.
If you let 15 year olds drive with there provisional with instructor or parents/legal guardian by the time they are 17 they will have a lot of experience which will help them pass and be more confident and also hopefully be more safe one the roads.
