The Government e-Petitions Team gave the following reason:
There is no legal requirement for flooring in social housing to be removed when tenants change. Decisions about any work to social housing when a tenancy changes are a matter for the relevant housing association or local authority, not the UK Government or Parliament.
If you are concerned about management of social housing in your area you could raise this with a local councillor who represents you. You can find out who your local councillors are, and how to contact them, by entering your post code here: www.gov.uk/find-your-local-councillors
