Create a public register of domestic abuse offenders
We want the Government to create a public register of domestic abuse offenders to make it possible to instantly check if a partner has a history of domestic abuse. This should be available by app with a traffic-light warning system and advice on what to do if someone has a history of domestic abuse.
The app should use the following categories:
Green: No history of domestic abuse
Amber: Historical or minor offences
Red: Serious offences
The app should offer advice and signposting for each category.
The creation of a public register of domestic abuse offenders with a traffic-light warning system called P.E.A.CH (perpetrator early alert check), that allows people to get instant access to any history of domestic abuse of a new partner could drastically reduce risks to victims when starting a new relationship and reduce murders and attacks by domestic abusers, and other harms on victims.
It should also free up police resources responding to enquiries under Clare's law.
This information needs to be instantly available for safety of victims and potential victims.
