Regulate dog ownership, to ensure all dogs are properly cared for,
Implement a web based dog licencing system that requires a specific licence for owning and breeding. The system to track every dog, via a record numbered by its microchip number, from birth to death. To include limits such as number of dogs owned, number of times a bitch can be bred.
The licencing system would:
1. Identify owners who have been found guilty of cruelly treating an animal and.or training dogs to be vicious and revoke their licence to prevent further instances.
2. Ensure no over breeding, remove the opportunity for puppy farming,.
3. Reduce thefts of dogs, increase number returned home safely.
4. Reduce or eradicate dog fighting
5. Ensure a yearly vet check (minimum) which would identify if a dog is being cruelly treated and/or starved and/or trained to be aggressive.
